Right4Rural Impact and Implementation Evaluation

Prepared for the Colorado Department of Education in 2018

APA Consulting served as the external evaluator for Right 4 Rural (R4R), a three‑year Jacob K. Javits–funded initiative led by the University of Denver and the Colorado Department of Education. The project aimed to strengthen rural districts’ capacity to identify and support gifted students from historically underserved groups. Colorado’s rural communities have long faced challenges in identifying gifted learners from low‑income, Hispanic, Native American, and English‑learning backgrounds.

APA’s evaluation examined how rural districts built and implemented locally designed gifted program plans, with a focus on:

  • Leadership beliefs, attitudes, and cultural responsiveness

  • Local identification processes and barriers

  • System conditions that shape equitable access to gifted programming

  • The development and use of action plans to guide improvement

The evaluation was designed to understand how districts engaged with the project’s professional learning, design processes, and leadership development structures.

APA used a mixed‑methods design aligned with the project’s Theory of Action (“plan–do–evaluate”). Data collection included leadership workshops, interviews, leadership surveys, and action plan review.
