APA is a national leader in the field of school finance, education policy, and cost modeling. Since 1983, APA has worked in all 50 states and the District of Columbia. Our work in this area is intended to be easy to understand and accessible to a wide variety of stakeholders, including policymakers, education leaders, and the broader community. Through our work, we provide research and analysis to support equitable and adequate resources to meet state expectations and requirements being available for every student, particularly those with special needs, such as those in special education, from a low-income background or otherwise considered “at-risk”, and English Learners. Our team has actively participated in the development of costing out methodologies and in shaping school finance funding formulas across the country, with several states using school finance funding formulas developed wholly or in part by APA staff.

Drawing on our extensive experience, we also specialize in creating interactive cost and resource models that assist policymakers and practitioners in navigating complex data easily. Our web-based and Excel-based models have proven valuable to school districts, states, and non-profit organizations seeking insights into policy decisions within the education sector and beyond.
