Using Survey Data to Understand and Improve Local Implementation of Communities In Schools Programs: The TEA Site Coordinator Survey

Prepared for the Texas Education Agency (TEA) in 2024

The Texas Education Agency (TEA) contracted with an external evaluation team led by APA Consulting and RMC Research to evaluate Communities In Schools (CIS) of Texas programs statewide between 2022 and 2024. The Site Coordinator Survey was developed during the final year of the 3-year evaluation, drawing on findings collected during the prior years and input from TEA and an external advisory group. The survey highlights the critical role of site coordinators and the support they receive for implementation success. The survey gathers data on indicators of campus-level implementation quality, including measures of:

  • Needs assessment procedures

  • How students are identified for case management and receipt of services

  • How student goals are monitored and adjusted

  • The nature and quality of site coordinator training and support

  • Support from district leaders, school leaders, and teachers

  • Site coordinator visibility and accessibility

  • Site coordinator access to needed data and program funding

  • The extent to which the site coordinator is integrated into campus operations

  • Site coordinator communication and collaboration activities

  • The availability of needed community resources.
