In accordance with the July 1, 2013 – June 30, 2017 agreement between the Hawaii State Teachers Association (HSTA) and the Hawaii Department of Education (HDOE), Augenblick, Palaich, and Associates (APA) completed a comprehensive study of the state’s teacher compensation system. This work included:

  1. an examination of the current distribution and flow of teachers in Hawaii; 

  2. a comparable wage study; 

  3. a comparison of Hawaii’s salary structure and levels to comparable districts; 

  4. a comparison of additional pay and benefits to comparable districts; and  

  5. an examination of how the current system might be impacting recruitment and retention of teachers. 

Based on this work, APA provided HDOE with a set of recommendations for structural improvements to Hawaii's pay structure.
