Study of Hawaii’s Compensation System

Prepared for the Hawaii Department of Education in 2014

In accordance with the July 1, 2013 – June 30, 2017 agreement between the Hawaii State Teachers Association (HSTA) and the Hawaii Department of Education (HDOE), Augenblick, Palaich, and Associates (APA) completed a comprehensive study of the state’s teacher compensation system. The state put out a request for proposals (RFP) seeking a vendor to complete the study and APA was selected as the vendor. This work included:

  • An examination of the current distribution and flow of teachers in Hawaii; 

  • A comparable wage study; 

  • A comparison of Hawaii’s salary structure and levels to comparable districts; 

  • A comparison of additional pay and benefits to comparable districts; and  

  • An examination of how the current system might be impacting recruitment and retention of teachers. 

Based on this work, APA provided HDOE with a set of recommendations.
