Town of Basalt Early Childhood Education Housing Project

APA Consulting provided qualitative and cost data analysis of an innovative housing project under development in the town of Basalt, Colorado. The project, which is designed to provide affordable housing for employees of the Aspen Ski Company, also took the approach of reserving units specifically for childcare workers to provide an incentive to attract and retain such workers in the Town of Basalt.

This work consisted of a discussion of the Basalt childcare context, the motivating factors that led to development of affordable housing with an Early Childhood Education (ECE) set-aside, and the key players, strategies, and arguments that were utilized to gain project approval from the Basalt local government. APA also reviewed the costs associated with the affordable housing project and lessons learned for future communities seeking to explore the development of their own affordable housing projects to support ECE workers and staff.
